Appeal from Order of the District Court of McClain County, Hon. Noah Ewin, Trial Judge, in which the Oklahoma Employment Security Commission seeks review of the trial court's reversal of the OESC Board's determination denying unemployment compensation benefits to Appellee.
Appellee's petition for judicial review of the Board's decision originally was filed in Cleveland County, which transferred the case to McClain County, which is where Appellee resides. The transfer occurred more than ten days after notice of the Board's decision was mailed to the parties. Judicial review of OESC Board decisions are " special proceedings " and strict adherence to statutory procedures is required. Edmondson v. Seifried Ins. Agency, Inc., 577 P.2d 72 (Okla. 1978); Citizens Action for Safe Energy, Inc. v. Oklahoma Water Resources Bd., 598 P.2d 271 (Okla. Ct. App. 1979).
