Her lawyer appealed three days late. It took her FOUR YEARS before she got a hearing on this, and at the hearing they stuck to their 15 day time limit. Essentially, she is expected to respond in 15 days, but they can fiddle around for four years. This court sends it back to them, saying be reasonable and listen to the lady.
