petitions for review of Arkansas Board of Review's decision
filed outside twenty-day statutory period -- court has no
authority to extend deadline -- time for appeal from
administrative agency is legislative matter. -- Claimants'
motions for rule on the clerk were denied because their
petitions for review were filed outside the twenty-day
statutory period provided by Ark. Code Ann. § 11-10-529(a)
(1989) for appeals from the Arkansas Board of Review; the
appellate court has no authority to extend the deadline for
filing a petition for review because the time for appeal from
administrative agency determinations is a legislative matter.
